Review Panel Finds Against ICANN Board In .XXX Decision - An Independent Review Panel (IRP) has concluded that in rejecting ICM Registry's 2004 application for a .XXX top-level domain, the ICANN Board's decision "was not consistent with the application of neutral, objective and fair documented policy." The Panel also concluded that its rulings are not binding. The ICANN Board had rejected ICM's application for .XXX on March 30, 2007, and subsequently ICM requested an independent review of that decision. According to the ICANN Bylaws: "Where feasible, the Board shall consider the IRP declaration at the Board's next meeting."
