In this year’s Canadian Internet Registration Authority (CIRA) Board of Directors election, three Directors will be elected from the Nomination Committee slate, and one Director will be elected from the Members’ slate.

The IANA Stewardship Transition Coordination Group (ICG) met in London last week. The group is responsible for preparing a proposal to the U.S. National Telecommunications and Information Adminstration (NTIA) for transitioning NTIA’s stewardship of the Internet Assigned Numbers Authority (IANA) functions to the Internet community. The IANA functions can be divided into three main categories: domain names, number resources, and other protocol parameters. The group produced a draft charter and discussed a draft timeline for development of the transition proposal. A statement from the first meeting was published.

ICANN meetings take place this week in London, with more than 2000 people in attendance. Here are a few of the topics to be discussed:

  • The new gTLD program, and especially the .wine and .vin top-level domain applications, continue to draw much attention. ICANN’s Governmental Advisory Committee (GAC) has not reached consensus on additional safeguards for .wine/.vin; however, some individual government representatives, including those from France and the European Commission, are pressing very strongly. In a recent letter, ICANN Chair Steve Crocker stated that ICANN has continued with the processing of the applications, but would welcome any additional advice from the GAC on the issue, and would also take into account the resolving of the issues in other global trade fora such as the WTO.

CIRA Seeks Board of Directors Applicants – The Nomination Committee of the Canadian Internet Registration Authority (CIRA) is calling for qualified individuals to be put forward as possible candidates for this year’s CIRA Board of Directors election. The Committee will select a slate of candidates from which the Members will elect three Directors this September. The deadline for applications is Thursday, June 26.

CIRA Announces Community Investment Program Recipients – The Canadian Internet Registration Authority (CIRA) has announced the first recipients in its Community Investment Program. The program was launched earlier this year “to provide funding to community groups, not-for-profits and academic institutions for projects they could demonstrate would enhance the Internet for the benefit of all Canadians.” A total of 149 applications were reviewed, with 28 initiatives receiving funding. Projects include creating an e-mentoring platform, understanding the impact of new technologies on the courts, helping to establish the Halifax Internet Exchange, developing an interactive multi-media atlas for the purpose of repatriating Inuit cultural knowledge collected by the 5th Thule Expedition (1921-1924), and producing a digital literacy framework for Canadian elementary schools.

As described in ICANN’s press release, the meeting “was dominated by discussions stemming from the recent announcement by the U.S. Government that it wants to transfer stewardship of some vital Internet technical functions to provide for global accountability.”

U.S. Government To Transition Key Internet Domain Name Functions – The National Telecommunications and Information Administration (NTIA), an agency of the U.S. Department of Commerce, has announced “its intent to transition key Internet domain name functions to the global multistakeholder community.”

CIRA To Fund Canadian Internet Enhancement Projects – As part of its Community Investment Program, the Canadian Internet Registration Authority (CIRA) has announced that it will provide up to $1,000,000 this year to community groups, not-for-profits, and academic institutions for “projects they can demonstrate will enhance the Internet for the benefit of all Canadians.” Qualifying funding amounts may range from $25,000 to $100,000. The application period runs from February 3 until February 28.

.UK Registry To Introduce Post-Registration Domain Name Screening – Nominet, the .uk registry, has announced that it will institute “a system of post-registration domain name screening, within 48 hours of registration, for domain names that appear to signal or encourage serious sexual offences.” The change follows from a recent policy review by the UK’s former Director of Public Prosecutions, Lord Ken Macdonald.

New gTLD Delegations Continue, First City TLD Activated – The activation of new generic Top Level Domains continues. As of January 3, 82 new gTLDs have been delegated into the root zone, an increase of 47 since December 10. Included in the most recent batch is the first city gTLD, .wien, for the Austrian capital Vienna.

ICANN Considers .Brand Top-Level Domains – ICANN has posted a proposal to make changes to the ICANN Registry Agreement relating to “.brand” TLDs. Among the changes would be permission for the .brand registry to exclusively use a chosen registrar or registrars, rather than being required to be available through all ICANN accredited registrars. Public comments on the proposal are being sought until January 9.

Domain_News.pngNew Generic Top-Level Domains Delegated – The first new generic top-level domains (gTLDs) in ICANN’s New gTLD Program have been delegated, or entered into the root zone of the Internet. The operators of these domains can now make the final arrangements required to offer domain names under the new TLDs available for registration. Domain_News.pngSunrise For Some New gTLDs May Start On October 29 – The Donuts domain name registry has reportedly announced that the Sunrise period for nine of the new gTLDs it has applied for may start on October 29. The domains are: .camera, .clothing, .equipment, .guru, .holdings, .lighting, .singles, .ventures and .voyage. The launch date is an estimate depending on the IANA root server delegation process. The Sunrise periods, intended for trademark and similar rights holders, are slated for 60 days. Landrush might begin as soon as late December or early in 2014, with General Availability to follow.
